CDF OVERVIEW

The Contituency Development Fund (CDF) is a fund allocated to each constituency to support community driven projects and programs. The fund was established by the constitution of Zambia (Amendment) Act No 2 of 2016 under Article 162 and operationalized through the Constituency Development Fund Act No. 11 of 2018. 

CDF MANDATE

The mandate of CDF is to promote local development by providing financial support towards Constituency Development programs and projects aimed at empowering community projects, improving service delivery and enhance accountability at the constituency level.

CDF OBJECTIVES

  • Improve access to basic services such as education, healthcare and provision of clean and safe water among others.
  • Enhance economic empowerment and improved livelihood for citizens.
  • Promote infrastructure development and maintenance.
  • Foster community participation in community development and social cohesion.

IMPLEMENTATION STRUCTURE OF CDF

The CDF is implemented through:

           CONSTITUENCY DEVELOPMENT FUND COMMITTEE.

Constituency Development committees (CDCs) established under Act No11 of 2018 plays a role of identifying and prioritizing projects.

Functions of CDFC are as follows:

1.     Ensure the compilation of proper records, returns and reports from the constituency;

2.     Receive and discuss annual returns from the constituency;

3.     Receive a project list from the Ward Development Committee within the constituency or proposals for joint projects with other constituencies;

4.     Deliberate on project proposals from wards and;

5.     Develop and submit a project list to the Local Authority to onward transmission to the Minister.

Planning department provides technical support and oversight.

 The Community

Community-based projects and initiatives that are implemented and managed by local communities.

    Regular monitoring and evaluation to ensure transparency and accountability.
